Not in university. You will have to type in
boolprop testingcheatsenabled true
at home and hold shift on the newspaper then job rewards, then paronormal, then place it anywhere. But you don't get a newspaper at collage, so do it at home, then if you have nightlife (which gives you a backpack) you can put it in there.
