Do babies grow older while you have the "aging off" thing turned on?

When i just had the Sims2 the babies grew up until they were teens witht he aging off. But when i installed the expansions the babies didn;t grow up. I'm not sure if this is how it works with everyone or if there is just a glitch in my game.
