Knowledge - Question

There's only 7 people to be friends with in free play mode. To get my promotion I need eight. I can't call anyone who's not on a free street and there are no empty lots. Any ideas??

I'm not very knowledgeable about bustin out but try deleting a family that only has 1 person, make one that has like 4 and be friends with more than one of them. It'd work on normal.
