What's the difference between a Shopping Pack and an Expansion Pack?

This isn't the first time I've answered my own question...

Shopping Pack: Has new items, clothes, etc., but doesn't really let you do too many new things.

Expansion Pack: Has new items, clothes, etc., AND LETS YOU DO new things.
