What is the difference between the original and the new version released late 2003?

Nothing! Not much anyway. The new version contains all the patches to the game made until the release of that new version. After installing it, you will simply not need to download all those patches anymore. The original version will need to be patched a lot before you can play the game.

It contains pets, jobs, new wallpaper and floor tiles among other things.

Both will have that, just older version will need a few extra patches (automatically downloaded)

You can use the old discs but the patch is HUGE, 336 mb. On dial up that can take 24 hours or more.
