Why after having a good chat with someone on the street and getting only positive marks, does the perosn pull away their hand when I try to shake it thus giving me a negative ???

This may sound crazy, but...do you have low hygiene? Sims tend to refuse "touchy-feely" interactions with any dirty sim.

The green bar has to go all the way to the top for a successful conversation. If you miss by even a small amount you get the missed handshake animation which indicates you failed.
Having bad hygiene, low charisma, or being close to insanity (see diamond in the bottom left) will make it difficult to impossible to max the chat bar fully even if you perfectly match the conversation.
Also your reaction time affects how much the bar goes up when you get a correct match.

to get them to shake your hand and things like that you need the green bar to the top AND it is a really good idea to get really high charisma then it is alot easier (to get charisma "practise speech" in a mirror)
