can you delete the small steps on the sims two?

Sure! All you need to do is have one of the "small steps" selected in build mode, mouse over the pre-existing small steps while holding down the control key & then click on them. It's a little tricky as far as finding out exactly where to click goes, but the spot that works best for me is generally on or near the bottom step. If you click on them enough with the control key held down, you'll find the right spot eventually. Hope that helps!
