No, you can delete your sims, but they don't come back until you come back into that house at a different time, and it does not refresh their moods. If you want a quick way to get their moods full, type boolprop testingCheatsEnabled true into the cheat box, and then shift and click on the mailbox, make all happy. Don't click force error on anything because this can screw up your game. Be careful with this cheat, and to turn it off, type if false instead of true at the end. Always turn the cheat off when you are done using it. I hope this has helped, and have fun playing.
