Just occasionally pet the mum dog, and keep her fed bla-bla-bla and after 3 days it will grow up. The mum watches it which takes care of it. My cat watched her baby loads and i sold it for $3017

its very tricky because when i had a puppy she wont take care of it! i had to keep deleteing the NPC by useing "Move_objects on" cheat but, i got board so i let it take the pup. then it said agian "would you like to breed?" i answered yes. then i left the mumma dog alone and it seemed to work! so i think do it all over agian and dont interact with her. (still fill up the dog bowl! )
