I would like to have a restaurant in the hotel I am building on a vacation lot. But not buffet. Is it possible to get the kitchens and other restaurant items from downtown (hot date) to be available and work on vacation island?

no! it has to be buffet

Said items are downtown items only so dont' appear anywhere outside of the build mode for Downtown lots.
But having said that, Vacation lots have no need for any form of cooking apparatus anyway as the sims are fed from the buffet table.
