Do only three neighbourhoods get college towns? Cos Maxis said that you get three and can't make more and you assign them to neighbourhoods....

No, you can make additional collage towns for your Non-Maxis Neighborhoods and even make more then one collage town for a neighborhood. It just takes a while.
