You don't catch him- the dancing creature is actually a nutrie. these are found on a little island, under both bridges and past the rope to salty's river boat. You can only reach the nutrias by going by fanboat, which is only available after you have got rep 40%. Aftrte you have done the 40% tlka to detective dan d. mann
