i'm assuming that you have a fan boat, if not, give the map to Gordie Puck and get the boat.
1)Go to the fan boat and keep heading down ithout crossing into another area
until you hit a small island with a bunch of groundhogs on it. Go to one and if it's underground wait for it to come up to capture it.
