actually there has been some reports of neighbors coming and taking toddlers or babies away .. but i'm pretty sure you get them back :)

I don't really think that sims can be kidnapped. (Anyway that's a theif's job)

If your neighbor went and picked up your toddler/baby, its a bug. Maxis fixed it in the patch. Download at thesims2.ea.com
