They are bonus items that you purchase with the Reward points that you accumulate over the Sim's lifetime.
yes they can and you get them from the aspiration rewards thing. If you do get on the cost will come out of your earned aspiration score!
With enough aspiration points, you could even build yourself a small forest, but you'd be spending ages just watering them.
