Use a light frame with a dragster engine to beat him. Worked for me anyway, give it a shot.

I have a guide on this game that says the best motorbike you can get (if you can afford it)(its not that difficult, just do some carving and painting) has: heavy chassis, street suspension, annihilator engine, large nitrous tank, racing tires, and super nitro accessory. Do all this, as i did, and i beat him first time - its a wicked combination!
Btw, a good tip is also to press b for nitro just as you come up to a jump - you jump a lot further, and it also shortens your lap times considerably!
