Can the weather change? If so, can your sim take a umbrela, for an example?

There are no weather changes.

Sims live in perpetual Spring weather. Indeed if you point the camera in the right direction you can even see the sun. Which is nice. :)

you lot are so lucky lol i bought the sims 2 but my driver isnt compatible :( i cant play it :(

To see the sun (or the moon) go into cameraman mode (press TAB) and then apply the rules of physics - ie look at the shadows to see where the light is coming from and move the camera accordingly. You'll find the keys to move it on the separate slip that came with the game.
