No. However, according to Usenet it seems to be possible to move an NPC in and have them do their job for you for nothing.

I think that you can hire a nanny and she will take of your kids and also clean the house.

Yeah you can hire a nanny and she does clean your house How do u get them to do the job free I have a maid that I married and she doesn't clean she just lives at my house. Like anormal sim.
