There is a patch now that you can download from this site. It makes it so that teens can do all stuff like adults can like: get married, have children. They still have to go to school though except there is another patch (on this site as well!) that you can download where they go to a school at night time called night school.
I don't know where to find it but I found a page on it on this website once.
